Strategic Collaboration Council (SCC)

Overview

The Strategic Cooperation Council (SCC) is the integration of CoopEUS Strategic Cooperation Board and Coop+ Open Board. The SCC works to ensure the seamless integration of the strategies developed within the COOPEUS project. The role of the SCC is to give advice, guidance, and direction on the integration process between research infrastructures in the environmental field on both sides of the Atlantic.  The SCC goes beyond an advisory board as it will be composed of representatives of Research Infrastructures (RI) to bring the perspective of organizations that are involved in the development of funding strategies. 

The initial COOPEUS effort was unique among intra- and inter-institutional efforts to foster alignment and integration of environmental research infrastructures. Most efforts take a largely top-down approach to the identification of requirements and fostering cyberinfrastructure re-use and integration. COOPEUS is designed to identify specific research domains that can benefit from efforts to align international cyberinfrastructure. COOPEUS then facilitates the process of doing the work to align domain cyberinfrastructure. Arguably this method is more direct and produces clear results as compared to approaches designed to address cyberinfrastructure integration from a more abstract starting point.

Governance

Based on the premise that COOPEUS can continue to change positively the landscape of international science infrastructure and with a goal to ameliorate some of the challenges encountered by COOPEUS to date, we propose a short working meeting bringing together COOPEUS principals to review and as necessary redefine the purpose, structure, and activities for a COOPEUS governance framework. Governance is defined as the methods for bringing stakeholders together and aligning their sets of interests in a way that supports the COOPEUS mission. 

As a starting point, we propose a shift in the goal of governance from oversight and management to a goal of creating an appropriate set of activities and governance structures to operationalize, sustain, and foster knowledge sharing in support of COOPEUS mission/goals. More particularly, the SCC should provide the framework and process to catalyze the identification and facilitation of specific joint projects, as well as the identification of new research infrastructures to become potential members, and create a framework for knowledge sharing. Governance should be lightweight and designed to support middle-out engagement of stakeholders.

The exact charge, form, and processes of this entity needs to be defined in a focused and interactive face-to-face process that facilitates the alignment of stakeholder goals, and to identify: What processes need to be in place, the structure, how to operationalize, and how to sustain the activity.
